Why is it necessary to establish a permanent online monitoring system for leakage?
The composition of the leakage monitoring system includes, but is not limited to, seepage barrier liner leakage monitoring equipment and groundwater monitoring wells. Building a permanent online leakage monitoring system is no longer an “optional” measure—it has become a core, indispensable facility for ensuring the long-term safety, economy, and efficiency of critical infrastructure.
With the rapid development of industrialization and urbanization, the amount of waste generated during industrial production—such as smelting slag, mine tailings, fly ash, and furnace slag—is increasing day by day. According to relevant data, by 2024, China’s stockpile of solid waste had already exceeded 80 billion tons, placing higher demands on the number, capacity, and quality of solid-waste landfills. Among the solid-waste landfills currently in operation, leakage problems caused by various factors—including design, construction, and operational management—have already inflicted irreversible impacts on local geology and groundwater resources. These leaks have led to varying degrees of contamination of local forestry, agriculture, and other foundational industries, as well as residents’ drinking water supplies, seriously affecting the ecological environment. Consequently, there is now a new and higher demand for real-time leakage detection in solid-waste landfills.
Traditionally, leakage detection in conventional solid-waste landfills has relied on methods such as the electrical spark method and high-density resistivity surveys. However, these methods can only measure and evaluate landfill leakage on a periodic basis—every six months or once a year—suffering from drawbacks such as poor timeliness, complex operation procedures, and high costs. There is an urgent need for a comprehensive, real-time, online leakage detection system that can continuously monitor the operational health of solid-waste landfills. When unexpected events trigger leakage, the system should immediately issue warning alerts, prompting users to promptly repair any damaged areas and preventing potential hazards before they occur.
The online monitoring system for seepage prevention plays a crucial role throughout three key phases: the construction phase, the acceptance phase upon project delivery, and the pre-operation phase after completion of construction. Long-term monitoring of the seepage-proof layer is essential because potential hazards left over from earlier stages and geological settlement changes can have lasting impacts on the impermeable membrane. The online monitoring system for seepage prevention enables rapid, reliable, and non-destructive localization of leakage defects; it allows precise identification of the extent of damage to the seepage-proof layer through detection modules; and it facilitates acceptance certification from both regulatory compliance and cost-effectiveness perspectives. According to Item 5.3.3 of the "General Standards for Pollution Control of Storage and Landfill of Industrial Solid Wastes" (GB18599-2020), Class II landfills shall be equipped with a leakage monitoring system to continuously monitor the integrity of the impermeable liner.
The composition of a leakage monitoring system includes, but is not limited to, seepage barrier liner leakage monitoring equipment and groundwater monitoring wells. Building a permanent, online leakage monitoring system is no longer an “optional” measure—it has become a core, indispensable facility for ensuring the long-term safety, economy, and efficiency of critical infrastructure. This represents an advanced management philosophy and reflects a commitment to safeguarding the lives and property of the people; it marks a smart transition from “passive response” to “proactive prevention.”
